she msg me back wednesday that she will call me later and busy with her friends who came form her country to visit her, but still did not called me, should i call her to see why is she not calling i havent seen her for 2 weeks or should i wait and obey her wish?

Sounds like her friends are out-of-towners. I'd reckon that you should give a wide berth, else she'll perceive you to be needy or pushy while she catches up-if that is the case. 2 weeks is a long time without seeing her if you do see each other regularly, but really, if it is a more casual relatioship, then I would take the cool-hand-luke approach!

Well, She probably was so busy, friends from another country probably haven't seen her in more than two weeks, so she probably just forgot while she catching up with them. How is not calling her obeying her wish? Call her.
If she was just giving you excuses for something else, but you're still thinking about her, you deserve to know the truth so that way you can move on.

Call her to let her know that you care about her. Long time friends are important and sometimes you can forget other things..(you). But if she is kind of cold well just get on with your life.

i think u should call her, but dont tell her that u wanted to know y she didnt call.. she might bring it up herself. but just start up a conversation like u would normally and see wut happens!
