By the time of the outbreak of the Second World War, Spain had just finished a massive civil war in which the democratically-elected Republican forces had been overturned by the fascists who was led by General Franco.
Although Hitler requested Franco to join the war on the Axis side, Franco declined. The country had just lost 3 million dead, its towns and industry were in ruins. Although sympathetic to German and Italian aims (both countries had supported him during the Civil War), it was impossible for Spain to join the war against France and Britain.

Francisco Franco was the effective dictator and later formal head of state of parts of Spain from October 1936 and of all of Spain from 1939 until his death in 1975.
He initially offered support to Germany but adopted a more neutral position in 1943 when the tide of the war had turned decisively against Germany and its allies.
Some volunteer Spanish troops (the División Azul, or "Blue Division")—not given official state sanction by Franco—went to fight on the Eastern Front under German command. On June 14, 1940, the Spanish forces in Morocco occupied Tangiers (a city under the rule of the League of Nations) and did not leave it until 1942. According to a recent book Hitler's Chief Spy (author Richard Basset, 2005), it is mentioned that his neutrality was paid dearly with a sum by Churchill to Swiss accounts, for him and his Generals.

Hitler wanted Spain to get involved but Franco refused to help & thus Spain remained a neutral country with the exception of providing intelligence to the Germans whenever they could.

The government was sympathetic to Adolf Hitler because he had helped them during the Spanish Civil War by bombing their opponents but they wisely decided to stay neutral and were not invaded by either side during WW2.
