The fastest 40 yard time officially recorded by the NFL was 4.29 seconds by Deion Sanders in 1989 [1], although the NFL did not begin electronic timing until 1990.

I read an article from a NFL scout. He said that many 40 times you see are tweaked a bit. In 20 years of being a scout the fastest he has ever personally witnessed was Tim Brown at a 4.3. And that was on a track, in shorts and a t-shirt with spikes. His point was that some of these 4.1 times you see are not legitimate. Bob Hayes, a long ago Cowboy star, was a world class sprinter and had a 4.28 time in the 40. That would probably be about the best you'll ever see.
