Is it good that i got a 19 on the act and i was in 7th grade?

it's fine. it doesn't much matter though, if you're in seventh grade. the ACT is partially a subject test, so there are things on it that you just haven't learned. focus on school, and don't worry about standardized tests until you're a junior in high school.
