Can anyone tell me how to create my own features for sims on sims 2? For example, take a shirt the game gives you and edit it, or create your own kind of hair etc.

They are called skins and they're easy to find if you know where to look.
Do a google search for "Sims 2 skins" and you should find something there.

I'm not exactly sure on how to create features and shirts, but there are many places that provide user-made items such as the ones that you are asking for. You might want to try to sign up for a "TheSims2.ea.com" account so that you can get downloads for the game, some of which are pretty cool. You also might want to ask around there to see if anyone is taking requests on building items, or even how to make them yourself.

you can't do that!! you can only change the hair or shrit color!! U can create your own peorson and make them as cruvy an cute as you want.
