I think the film you are looking for is called IF,it was set in a public school and all the pupils took up arms and had a mini riot.
I think it starred Roddy McDowell (or Malcom McDowell) I am not sure of the spelling of the actors name.

The film is called IF, the actor is Malcolm McDowell ( from A Clockwork Orange ) but I think it's a bit earlier than 1980

Hmmm Roddy McDowell was in Class of '83 which is very simular... but the only thing I can think of using all your clues is an older movie with Sidney Poiter called 'To Sir With Love' and I think there may have been a sequel as well. :-)
