Yes,shot cops or use the cheat code.

The wanted system is limited by the number of areas that you've unlocked. Here's the limits:

Los Santos area only (start): 4 Stars Max
San Fierro area unlocked: 5 Stars Max
Las Venturas area unlocked: 6 Stars Max

Pretty much all you have to do is unlock the Las Venturas area & that "World Most Wanted" (6 stars) will be in site!

Just stand on a building and shoot people, cops and helicopters until you get to that point. And yes you must have the whole map unlocked.
