Fall is good because the tree metabolism is going to be slowing down and it doesn't need as much water/nutrients. Also the roots stay active in the winter--just at a very slow rate so it can be establishing itself doring the winter. No fert until spring.

early spring is best that gives the tree all summer long to get roots back in the ground before winter
