Not that I'm aware of. I've been with eBay for 10 + years and when I started with Paypal all I did was:
1. Pay for my winnings through Paypal who in turn took it out of my bank account. They took 7 days for it to clear paypal and for the seller to recieve payment. Paypal e-mailed them to let them know when I paid it, how long it would take to transfer the funds AND when the transaction was completed..
2. When I sold stuff there they paid me through paypal and it stayed there until I decided it was time to transfer fund from Paypal to my bank account. That also took about 7 days.
But I had zero dollars in Paypal when I started.
