To change people's way of looking at something, to be able to inspire or incite (the Pen), is more power than someone who attempts to handle a situation physically themselves (the sword). I.E. A newspaper reporter has more power than a gang on the street.

Intellect is more powerful than violence. The pen in this case represents thought and scholarship, which in theory would prevail over violence and disarray represented by the sword. Hope this helps.
