Every player gets two hole cards.
Then there is a round of betting.
Then you get the flop.
Another round of betting.
Then you get the turn card.
Another round of betting.
Then you get the river card.

The cards are only dealt (after the blinds) when all betting is finished. So in answer to your question, yes when the last player either folds or calls, then you reveal your hand.

Lets say that you have the dealer position, The person to your left places the Small blind and the person to the left of the Small blind places the Big blind normally twice the ammount of the small blind, Then the hands are dealt, The person to the left of the Big blind now looks at there hand "two cards" and decides weather or not to play those cards, If they do decide to play then they either "call" pay the amount of the Big blind Or they can raise, In No Limit they can go all in, and then the person to there left has to make the same choise "fold, call or raise" and the next person to there left and so on untill everyone has either called or folded there hand.
So the game is played "Small blind Big blind" cards are dealt, The betting takes place left of the big blind, After all bets Comes the flop 3 cards now the betting starts with the person to the Left of the Dealer chip, After the bets comes the Turn card " the 4th card betting again starts with the person to the Left of the Dealer chip and the same aftes the River card "the 5th card.
After all bets are made those left in the hand turn over there cards and the best hand wins.

If a person has gone allin and you raise the pot again putting in more than they did and they win the hand they only win from you the same amount as they put in and you get back the rest provideing that you were not called by someone with a hand that beats yours.

When all players have matched bets, the flop comes.
The turn card is then layed down once all bets are matched.
The river card comes once again when all bets are matched.

it is after all players left in the hand have bet that the next call is revealed... if a player has raised in the betting all players have to have a chance to bet to match that raise before the betting ends.
