I believe you meant to refer to the date of the Congressional elections. In 2006, they fall on Nov. 7. US national elections always occur on the first Tuesday following the first Monday in November. This can range from Nov. 2 to Nov. 8, but they are always on a Tuesday.

Use to be that votes counted, when they were counted. Whatever idiot promises the people that taxes will go down, and tells his handlers no they wont, will be put in office.
