Cigar smokers do not inhale, and unlike cigarettes, cigars contain few additives, so the theory is that you get less of the cancer causing chemicals in your lungs. In fact, because cigar smoke is quite thick and heavy, cigar smokers inhale a lot of second hand smoke. This has now been shown to be just as bad for you as direct smoking.

As well as lung cancer, cigar smokers are prone to mouth cancers because they tend to hold the smoke in their mouths for longer periods.

All smoke inhalation is risky. That's why after a housefire, they take people to a hospital & treat them for smoke inhalation ! ... okay, I'm sure you've heard that before. So: compared to cigarettes, my answer is "it depends". The tobacco commonly used in cigarettes is dried differently, and treated differently, than the tobacco in cigars & for pipes. There honestly is a difference. I don't smoke, but I know that when someone near me smokes a commercially-made cigarette, I have a strong allergic reaction, but when it's hand-rolled, using pipe tobacco, I have no problem at all.
