She would rather cuddle because that is what she wants, to simply be close to you. Cuddling is certainly a form of intimacy, after all, you wouldn't cuddle with some stranger you just met on the bus. Many men, more so in young men, only see sex as intimacy, not any of the other acts that people in love do. The only other reason I can think of that she would rather cuddle is that she really doesn't get anything out of sex (no orgasm). If that is the case, count yourself lucky that she still wants to cuddle.

Dude, cuddling and touching, rubbing each other is the ROAD to sex. You want to warm her up really good and really make it last don't you? Do the cuddling thing and get her really horny...she will melt like butter under the fine direction of your hands.
