There are tons of places, but they will give you a subdomain, and you won't have your own domain. You can use it for anything accept serious e-commerce. They may also put ad banners on your index page. I put up my own domain and website for $20 for a year. You can do it if you shop around.

Creating website is not important -Have you think about who is going to host it-check their hosting prices per month or on a year around contract.You can create with Yahoo also.
