when selling a home does the septic tank have to be cleaned by law?

No but it must be in good working order and should not be full.

It depends upon your local laws, but usually no. You should just show when the last time the tank was pumped out. Usually every 3 years.

No. But you cannot leave a full tank for the new owners to have to pump.
