Hi there !

very simple ..follow these golden rules...

Reduce the calorie intake..
Start going for / doing exercises. as advised by your health instructor..check with him...
99% of the situations, depending upon your will power, improvement will be there !

If it is too dirty , demanding consultation .. consult a cosmetic surgeon who may advise..if liposuction or other solutions are possible !

All exercises which requires you to bend over your abdomen.
1. Stand upright with both your heels touching each other. Lift your arms over your head. They must be straight with the fingers of both hands touching one another. Gradually bend down at the waist and touch the toes with your fingers without bending your legs. Count 10. Repeat it 10 times or more.
2. Sit on the floor with your legs stretched forward and heels touching one another. Raise your arms straight over your head with the fingers of both hands touching each other. Gradually bend at the waist to touch your toes with your fingers without being your legs. Count 10 and repeat 10 times or more.
3. Lie on your back with both arms at your side and legs straight. Gradually lift your legs to bend them at the waist and try to touch your forehead. Count 10 and repeat 10 times.
In all these 3, inhale before bending and exhale after completing the bend.
Try jogging, cycling, swimming, rowing, yoga, aerobics etc.

I think any type of cardio workout will help you, but the most important thing is to eat right.
