The rules on e bay are pretty clear, and you can access them via the site. They are strictly enforced as I know to my cost.
I bid on a item but couldn't afford it coz I mucked up my accounting. I asked e bay for the bid to be withdrawn but was told no. By that time the auction had closed and I had won :( (dont it always happen, the one you really want gets away and the not so high on the list item is the one you win). I couldn't pay so I explained this to the seller, he was mad (not unexpectedly) but we worked it out and left each other neutral feedback.

i don`t think you can
once you bid, its a commitment to buy
either hope you get out bid or email the seller to say you don`t wish to buy the item, but you will most likely get a negative feedback
