They are members of the very elite and powerful organization that is promoting the New World Order of globalism, that has infiltrated (if not totally usurped) the Republican Party. It is highly likely that they've also infiltrated the Democratic party.
They are not new. Through the years they have changed our Constitution enough, and gained a large constituency, they no longer need to hide so much.
They have the loyalty of our law enforcement, military, and half our country to defend them. Their New World Order is being forced upon us, and will be enforced, WITH FORCE, once in place.
The Patriot Act REDEFINED our nation by severly diminishing our civil liberties, rights, guarantees of due process, and protections against unfair treatment by our own government. Last week's "torture" bill shifted additional powers from Congress to the President. BOTH documents complete a VERY VAGUE re-definition of "potential terrorist" and "enemy combatant" to EASILY include any AMERICAN CITIZEN our government becomes displeased with. The torture they argued over could easily pertain to YOU.
Do a search on FEMA, and look at what it's powers become if the President declares (for VAGUELY defined reason) a national emergency.
When you have time, do searches on PNAC, New World Order, and the (privately-owned) Federal Reserve, for all the documented details. Also, follow the link pasted below for the DEATAILS on who/what PNAC is. About halfway down, the names will shock you, and give you the connection you're looking for.

George W. Bush has no grounding or prior experience in foreign affairs. If you don't believe me, just go to you local Borders and read the first chapter in Woodward's "State of Denial". As such, Bush was easily molded by neocons to adopt their strategies and policies. Cheney is a strong believer in neoconservatism, and the Bush admiinistration as a result has tried to spread "freedom" to the Middle East, one of the neocon goals. So, if the Bush people are called neoconservatives, it's only because their policies mirror what the necons have wanted. That's all.
