Depends where you are in the city and how authentic you want the food to be.
If you are downtown, you can go to Chinatown or to Slanted Door (upscale Vietnamese).
If you are near Castro/Mission there are a whole strip of Pho places in the Tenderloin near City Hall. Cheap, but in the Tenderloin
If you want the best Chinese Food in SF, it is in the Richmond District, in the Northwest corner of the City.

San Jose has some of the best Vietnamese restaurants in the Bay Area.
Avoid the Chinese food in Chinatown, unless you want Dim Sum or Cantonese food. Sunset District tends to have better food from other parts of China.

go into chinatown, EVERYTHING IS THERE!
there are noodle shops where you can get soup, there's dim sum,
