You must first identify what you have to offer the world that is different from elsewhere - that is your tourism product. You must have different types of visitor accommodation - hotels, guesthouses, bed & breakfast rooms etc. You must develop your product so that it is accessible and user friendly - landscape, add toilets etc. Then you must market your product to a targeted market. You can package it if you wish - that is , offer a combo of hotel accomodation, ground transfers, sightseeing tours, cultural shows etc. Remember developing tourism is a combination of private and public sector participation. The government attracts investors by offering tax incentives etc. At the end of the day, it is the unique experience that identifies your destination.

it is not easy at all and it takes time ! first you have to evaluate the potentials of that country . if it is good then you should manage them and make those sights ready for attract tourist . then you should build the equipments such as hotel , bar and every thing that a tourist needs in even more than 2 weeks of stay ! then you should advertise for it and when the first group of the tourists came , you have to make them satisfy so they will be the best advertising ! and remember that if you want this business you should give them the best moments of their lives .
