i am freezing in here .. i never has this prob be fore ever .. bow i live in a huge apt .. I have like16 windoes its colder in then out

just call and ask - alot of places wait till it's close to nov. - but they really need to take into consideration - what the weather is now!

depends on your state. you must live in a really old building most of the apt. i have lived in had central air and heat. i could turn the heat on any time i wanted. i suggest you just turn off the the vents if you do not have a thermostat in your unit, then use a space heater or use the oven to heat the place lol.

The outside temperature shouldn't matter. He should maintain a minimum, comfortable temp inside. If your apartment drops below XX degrees, he needs to turn on the heat.
