On my video card there's a circular place for a cable to plug into, it has 4 holes on top of 3 other holes, what is it? Is there such a cable that would hook that to a TV with an RCA a/v cable spot?

That's the s-video out. It plugs into the cable input on your tv and lets you use the tv as a monitor. If you don't have a high def tv it will look crappy.

It sounds like either an S-video port or a dongle connection. A lot of ATI cards have a dongle that plugs into a port that looks similar to an S-video or PS2 mouse port. This dongle usually has things like various video outputs, IR reciever for the remote, or other nifty gadgets.

Judging by your description it seems to be a 7 pin S-video out.
