I would check into getting a ceramic heater, they are electric and plug into any outlet.

You landlord controls the heat it seems. I never rented when I didn't have control of the hot and cold, but i would find a way to get warmer. I use to run my oven to heat my home in the AM when the weather changed to fall, cold morning. You don't have to run it long, just about a half hour should warm you up.
