I find that if i ride in a tampon, it feels uncomforatble after I dismount, almost like its not in far enough. So I just change it right after. But I have a hard time wearing tampons for some reason.
I've also ridden in pads, but my recomendation is to use really big/ long ones or put them a little further forward than usual... and change it when your done.

No it's PERFECTLY SAFE to go horseback riding when you have a tampon in, and no it won't hurt. You can go swimming, running, anything you want to with a tampon in - the only thing you shouldn't do with a tampon in is have sex. (I'm sure you already knew that).

If the tampon doesn't hurt when you don't ride, then it shouldn't bother you when you do. If inserted properly, it shouldn't be painful at all.
I wouldn't use a pad either as they shift and move a lot as you ride and can leak and be uncomfortable.
