I have a G5 iMac which is using an Airport Extreme card to connect to a wireless internet connection. I also have an G4 iBook which is sat in the same room plugged in to the wireless router with an ethernet connection.

Is there any way I can use the iMac to access drives on the iBook (and vice versa I guess) by setting up some sort of private network?

Check your permissions list on both Macs. The read-write/read list for for both Macs must match. Do a split screen to check each. You must have administrator priveleges on both machine to do changes for user/group/world to coincide. Different cpu's or OS's don't matter.
See Preferences/Internet & Network/Sharing for most all u need.
