There's no such a place like that.
Every country has people who is somehow rude and some others who are the epitome of etiquette.
Moreover, every country, ethnicity, cultural group, has its own codes and regulations about manners and politeness.
The ideal would be to keep in mind that placing people under stereotype classifications is a complete waste of time.

It is India .there are 28 states and wide languages spoken.but there is sense of brotherhood.if u go to any other country,they won't be polite for all your needs.but in india u will feel as if its ur own motherland.
