There is a good book on the subject called

Rise of the Vulcans: The History of Bush's War Cabinet by James Mann

http://www.amazon.com/Rise-Vulcans-History-Bushs-Cabinet/dp/0670032999

Took me a while to remember the name but happy reading!!

Jonah Goldberg also is required reading. The only un-smart thing he ever did was to fire Ann Coulter (his only equal in my opinion).

This term is widely misused read the wiki link if you're more interested in what it actually means.

Paul Wolfowitz is generally considered the modern idological founder although he himself disputes the term.
