Yes you may open an account in the US. All you will need is a valid Province issued driver's license.
I have a buddy from Canada, and he had absolutely no problem with this.....
I think it is a little more difficult for people from Europe, but I am not sure.....

Yes. You can get a bank account in the U.S. Try the large international outfits like CitiBank. However, since you don't have tax ID (i.e. social security number) in U.S. and not likely to report US income tax. The bank will automatically withhold part of the interest to pay tax.
I'm not sure what you are trying to accomplish with a US bank account. There may accomplish what you need. For example, there are banks in Canada where you can have accounts in different currencies.
