I think that under can physical or conceptual, whereas below is generally conceptual .
Examples:
Under the age of three
Under the reign of Henry VIII
Under a foreign regime
Under the doctrine of Marx
Under the trees
Under the flag
are instances where under is used in a more physical sense.
Below the belt (term used in fighting describing a body area - "under the belt" would mean underneath the physical belt)
Below stairs (i.e. the part of the house where servants belonged)
A mark below the pass mark
Down below -- the part of the ship where the engine is.
The more I think about it, the more complex it is. And then there is that other word, beneath, to complicate it further...

Interesting, I never thought about it until now. You say you are under the weather", it wouldn't work with "below", would it?
You can be under a dictators rule, not below it. Your station in society can be below an others, but only under them if they are the boss or ruler of you.
You can have a closet or storage space "under the stairs", if you refer to it being"below the stairs, then that to me would imply in the basement, not directly "under" them.
It's really a matter of semantics in most cases, they may both imply the same state most of the time, but what do they infer? Below usually implies an inferior quality, while under can just mean beneath.i.e.: This wristwatch is priced under that one, and it has the same features and is just as good-as opposed to- This watch is the same brand, but has less features so it is priced below the other one.

When used to refer to physical positions, 'under' implies something in the same vertical plane but this is not necessary with 'below'.
e.g. A person in the stalls would be below but not under a person in the circle.

Below is the opposite of above.
Under is the opposite of over.
Below suggests beneath something whereas under implies directly beneath.
Think of punching below the belt, it could be anywhere below. said belt.
To punch under the belt would would suggest immediately beneath.
They are pretty much interchangable except in certain circumstances.

I think it's to do with the words 'BE LOW' so cellars and low down things are below, whereas you would be 'UNDER' an umbrella, (as it's raised and not low). I think anyway. If this is the case though, why is it 'above' or 'UPPER' and not 'BE HIGH'????

'Under' has something on top of it. 'Below' is lower than something.
ie; The pipes are 'under' the floorboards.
The picture is 'below' the freeze.
