Now is the time to be calling around to get your furnace fixed. We are busy now but when the cold rolls in you will be lucky to get a heating and cooling guy to your home. As far as when you need heat I would say when ever you are cold.

Well why don't you have central heating, is it because it's broken or because you haven't paid the bills? If you are renting the property and it is broken then the landlord should fix it as soon as possible because he's probably in breach of contract if he doesn't. If he won't fix it you can usually call someone out to fix it and charge the bill to your landlord, check over your contract if this is the case.
If this is all because you have not paid the bills, then I'm sorry, you'll be freezing for sometime to come as heating is not compulsory. I suggest lots of blankets either way. Wool are best, they keep in a good deal of heat.

I doubt you would be likely to run up against, for example, laws about neglect, unless you were persistently causing significant suffering.

Lots of people have localised space heaters rather than central heating. Electric fan heaters for example cost very little to buy, and used sensibly don't have to cost a fortune to run even at today's power prices. Paraffin heaters are generally more expensive to buy, but cost very little to run. Both are a perfectly good way to heat a room, and are easily moved from one room to another. On a longer term basis, the wood-burning stove is rapidly increasing in popularity, more of an investment but so much more than just a source of heat.

With energy prices generally increasing, and concerns about climate change, wearing warm clothes rather than turning up the heat also makes good sense.

Central heating? Who needs it!

Your question is ambiguous.
Did you have the central heating pulled out?
Do you have central heating that needs repaired?
Did you move from a house that had central heating into one without central heating ?
Do you rent a house, and it is in your contract that you are provided with heating ?
Do you live in a building where there is commun

ity heating, but you are not getting any because they have not turned it on ?
Please let me know and I might be able to answer your question.

Do you have any heat source at all, like a fire place or space heaters?
I don't know where you are living, but I don't think a government can force you to have heat, but I suppose, could call in child welfare if they felt your kids were being endangered by the lack of heat.

Have never heard of not having central heating. You must be from England or another country. Don't know what to tell you.

By law you must have a comfortable enviroment (heating), but this only goes on the out-side temperature (less than 1DegC).

What do you think about that ? You can afford broad-band, but not heat for the children.
