There are no rules - anything easily manageable (like 16x20 or less) might be more convenient for the viewer which might, in the end, get a better response. Often places want slide or digital portfolios, in which case size is predetermined.
If you're talking photos 8x12 is as full of a frame as you can get and would be preferred over 8x10 which chops off the ends or sides, depending on the orientation.

I think 8x10 is the most common but 9x12 is recommended...

8x10 is normal, when someone comes in with 11x14 or bigger I've got to wonder if there compensating.
