I know when we got tar on our feet from asphalt when we played in the street (it was a very quiet neighborhood a loooong time ago!) we used vaseline petroleum jelly or baby oil to get rid of it. You would need to talk to someone who knows about wood to see if this would be okay for oak. I'm not sure if it is. You also need to make sure you wipe it up good because it will make the floor extremely slick.

Methylated Spirit will break the tar down...as will neat petrol...but you would have to apply it carefully and clean it up with washing detergent to get rid of smells

Turps, on some fine wire wool, Then when it's gone use a damp cloth with some Fairy liquid to wash it down.

You can use "Goof Off" or "Goo Gone". You will find them at your local home supply store. Works on paint, etc..
