I don't quite understand the question.

If you "can get nothing" on it, how are you able to get to System Restore?

What exactly do you mean by "nothing" ?

OK, so you can get into the BIOS or Setup by pressing F1.
The most likely thing is that your hard drive / disc has failed.
Unless you know what you're doing, take it to a computer repair shop or ask someone who knows what they're doing to have a look at it.
If the HD has failed, you've lost everything that was on it unless you're prepared to pay hundreds or even a couple of thousand Pounds to have the data recovered professionally.

A new HD will cost somehwre between 30 & 50 Pounds in the UK., this is the cost of the drive and does not include fitting, reinstalling Windows etc etc.

Do you have all the discs that came with the computer?
If not then you have another problem because you'll need a copy of Windows and possibly the drivers ( software ) for any of your hardware that Windows doesn't recognise automatically.

I'm assuming that the HD is toast here, so the best thing to do is have someone take a look at it for you unless you know what you're doing.

This the last desperate attempt.

Unplug the computer from the mains supply
wait 30 seconds then reconnect. It may start

If the computer is starting but you are just seeing
the Bios startup sceen and nothing else then
you probably have a hardware failure and this will require an expert.

To anyone else reading this, its worth investing a cheap UPS. One of 600VA rating is perfectly adequate for a desktop computer and LCD screen. Do NOT connect a printer or CRT monitor to a UPS.

You need to give a lot more information. After a power cut - there is often a voltage surge - this can send your computer dead - probably a blown fuse or it can do a load of other things. I had a power cut that overloaded one component on my VCR - now it's useless. May as well buy a new one - just finding the damn fault will be expensive. Fortunately, I don't really need it - I can record TV to DVB hard drive. You may need the whole thing checked out, motherboard and power supply to start with. You need a good computer technician.

Can you get into Safe Mode (press F8 as soon as the computer starts until you get a menu)? Can you get to the BIOS setup? Can you boot off of a CD? If none of those work, you'll need to slave the hard drive in another computer to see if it's still functional. Did you have a surge protector? You can also try removing the internal modem and all but one stick of RAM to see if it boots without them. Otherwise, it's probably the power supply or the motherboard.
