I hate this sort of question - percentages were always my worst (by don't let that put you off, I got an A level after all).
£11.75 is the total cost = 100% cost of item + 17.5% = 117.5%
What you want to find is the vat = 17.5%
So you first divide 17.5 by 117.5, then you multiply by the amount they give you £11.75
This gives you the answer £1.75 which is the vat.
If you wanted to find the cost of the item you would divide 100 by 117.5 then multiply by the vat-inclusive figure they give you.
Cost of item is always 100%, vat is 17.5% is all you need to remember for the exam.

If you are asking what is the VAT part of £11.75, the the answer is £1.75
we know this beause the amount includings vat at 17.5%, so £11.75 is equivalent to 100% (the amount without VAT) + 17.5% for the VAT. ie £11.75 = 117.5%
