A quote is from a specific person or author. It's their exact words. It could be anything: Parts of a political speech, a book, something said at an interview, etc..., etc...
A proverb is a folk saying. The author is usually unknown as these things are usually old and well-embedded in popular culture. 'All cats love fish, but hate to get their paws wet' is an example of a proverb. They're meant to illustrate some kind of situation in life.

Any thing that is quoted is a quotation. a proverb can be a quotation and all quotations are not proverbs.Proverbs are maxims - rules or principles of conduct etc expressed briefly and applicable generally by all and for all situations .But quotes need not be general principles applicable to all or all situations or statements of facts. They may be anything .

A proverb is a short statement of wisdom and is generally associated with the divine. A quote is merely the saying of a person with regard as to whether it is generated from wisdom.

quotes are attributed to specific people, whereas proverbs are "pearls" of common wisdom that can not be attributed to a specific person...or else you could quote them on it...
