Drive around and look for homes that are for sale by owner, and drive around and look for homes which have high grass and look abandon, then look up owners in property tax records and approach them unilaterally to see if they want to sell the seemly distressed property.

Two ways (that I know of): 1) check the newspaper(s) classified section under Real Estate and look for what the realtors call, FSBO (for sale by owner). Or, get in your car, on your motorcycle, bicycle or put on some good shoes and canvas the neighborhoods looking for FSBO signs. MLS realtors will also be visiting these people to convince them to list. Good hunting.
