The United States created the first one, but many of the scientists who worked on the Manhattan Project were German. A great deal of the independent scientific work that lead up to the bomb was done in Europe for decades before it all came together in the 1945.

This experiment & creation of the atomic weapon was called the Manhattan project.

The Germans were also in the race to create the atomic weapon but were beaten by the Americans.

The Germans were far behind, especially after their 'heavy water' research was sabotaged in Norway by the allies, contrary to what the first anwerer stated. As people mentioned above, the German scientists were the prime resources behind the Manhattan Project.

Well, the Germans had the technology first but it was the United States that had spies get the information and formed the first bomb that was used on Hiroshoma, Japan in 1945
