The United States created the first one, but many of the scientists who worked on the Manhattan Project were German. A great deal of the independent scientific work that lead up to the bomb was done in Europe for decades before it all came together in the 1945.

This experiment & creation of the atomic weapon was called the Manhattan project.
The Germans were also in the race to create the atomic weapon but were beaten by the Americans.

The US of A, via the Manhattan Project created the bomb. The Germans were far behind, especially after their 'heavy water' research was sabotaged in Norway by the allies, contrary to what the first anwerer stated. As people mentioned above, the German scientists were the prime resources behind the Manhattan Project.

There isn't one country responsible. Simultaneous research was taking place in several countries during the 1930's and 1940's. Fortunately a Democracy (the United States) built it first (in 1945), ended the imperialistic expansion of the Japanese empire, and ushered in an era of relative world peace.
