If you're familiar with the Paint program that comes with Windows but want something more powerful and free try Paint.NET:

It's won some awards but I haven't tried it yet.

The GIMP is also good although some complain the menu system is awkward or that it's hard to figure out how to do things but there are plenty of tutorials and how-tos online. It is a very full-featured program so don't believe claims like "you can't resize images". That's done by opening an image, then on that image's menu going into Tools > Transform tools.
It even has it's own scripting language, Script-Fu, it supports custom plugins and has several edge-detection algorithms:

... so limited it is NOT.

Try Adobe Photoshop Album Starter Edition which is free for personal use. It can do the basic things which you want to do with your digital photos.

See the URL below.

I like Serif's PhotoPlus or DrawPlus (depends upon what type of drawing you do...

You can download BOTH for FREE!!! (older versions).. you will need to register the software to use it (registration is free)...

I JUST today ordered an upgrade for my Serif PhotoPlus to version 10 and I think it is version 6 that they are giving away for free...

I highly recommend Serif's graphics programs and I have a link to their free software on my website link page at:

http://www.tom-olsen.com/links.html

they have website authoring software, 3D programs, etc.. all FREE!! Their newer programs have better capabilities but the old ones work great too!

I've used the Serif PhotoPlus mentioned above and found it had pretty much everything I could have wanted. The DrawPlus program is also helpful for creating your own pictures, but PhotoPlus is best for editing. The descriptions here show the features you can use:

the gimp is junk. anyone that says it's good never used a good graphics editor. you can't even resize an image in it.

there really are no good quality free image editors. but the following one is better than gimp

★★ IRFANVIEW AND TUTORIALS ★★

◙ The best free image editor/viewer is IrfanView. There are many plugins you can add to this great FREE tool for a variety of tasks. Do you need to resize images, make them transparent, make a photo slideshow? These are just a few of the many possibilities.

◙ I suggest that you forget this and buy Adobe Photoshop. This is what most professional web designers use to create their graphics.
