Do you think a 60's shift dress (short and high neckline) that is black with a wide white panel at the hips and at the neckline would look ok with black tights and flat black knee highs? Or should I opt for cropped jeans and a top or just normal jeans and a top? Help lol :)

Go for the dress but I wouldn't wear the black tights and black boots, you will look as if you just came from a funeral...go for white boots and a wide white head band, no tights.

any 60's stuff should have gone into permanent storage in the early 1970's. Shifts aren't "in".

Suggestion: Dark blue denim jeans (down to the ankle and not hip huggers) with a white tee-shirt and dark denim matching jacket would look great. It would look great with high heels, high heels with the toe out, small heeled shoes...probably black in color. You can also choose a boot if you like. Buy it and wear it everywhere and for years....it fits most occasions, is comfortable to wear, and if you go to parks or carnivals it doesn't matter what you sit on as the jeans don't show dirt.

Wear the dress. Get black ballerina flats and opt for no hose/tights if you have a tan. If not, go for flesh toned hose. Or you can be really fun and try bright red tights. If you go the red route, don't forget the bright red bag and lipstick.

What I think is that it all depends on the occasion. If it's formal I'd go with the first, but if you're going out on an informal occasion, then the latter should be fine.

Personally, I prefer when a woman looks good but is comfortable at the same time.

No tights or Knee Highs. You should wear sheer tan or black pantyhose with some cute black flats or Maryjanes.

I guess it depends where you're going but the Mary Quant style dress with black tights and boots sounds just great. Have a great time.

Jeans and a big wooly jumper as not to show any flesh, it's frowned upon you know, and make sure you cover your ankles too, wear boots, oh and a scarf as so not to show your neck...
