The bill forbids bank from processing transactions towards online casinos. But there are still online casinos accepting US players and offering them bonus etc.

It is illegal for them to allow you to play online. If anyone who works at an online casino (all are overseas) sets foot in US Territory they will be arrested, assuming of course the FBI or whoever it is that enforces it knows about it. I do not believe its illegal for you to play. It is not illegal in countries that they opperate in, so they will not be extradited. However, since they are using the US communication system to place bets, there is a crime taking place.
