Congress can write laws that limit the president and the courts as long as they do not violate the constitution. It is a complex process that has served this country well for the last 200-yrears.

God, I wish they would teach in schools. The President (executive branch) does not need the "help" of the legislative branch. It is part of a system of checks and balances. The third part is the judicial (courts) branch. Now, send me a dollar for this tutoring session.

Its obvious because the president cant just make any law that he wants because the legislative branch has to agree first on the law and make it fair and reasonable.
