If it's chocolatey, then it is "champorado" but if not, you are referring to "biko". It is glutinous rice cooked with coconut milk, made sweet with brown sugar, sometimes vanilla scented and cooked until it reaches the desired creamy sweetness and topped with "latik" (boiled coconut milk until it coagulates).
