Start going to fish auctions, everything that is sold at the auctions goes pretty cheap compared to retail stores.
Ask at your pet store or Google "tropical fish clubs" to find some clubs in your area. They usually each have about 3 auctions per year.
Here in Cleveland, there are at least 8-10 clubs within an hour of the east side where I live.

Cheapo ones at walmart and petsmart. I'd advise spending the few extra $$ and getting one that is submersible and one you can adjust the temperature on. Also find them here:

Really depends on the size of your tank, and what temp you are wanting to maintain. Rules of thumb is 200watts per 50g's.
