The porcelain doll can be found in the colehurst tunnels. It's a 3rd level find, meaning that when it's found it's found on the third dig in a particular hole. The reason it's so expensive is that #1 a lot of people do not dig because it reduces your health and #2, there are no other dolls available in Millsberry.
