Ok there's a room with Jack bauer, Hitler, Osama Bin Laden, and Nina Myers. So Jack has a gun, but has only two bullets, who does he shoot?

Line them up in a row. Shoot 1 bullet from the front to kill at least 1 and the bullet will go thru the first, hopefully hitting the center person.
Then shoot the other bullet thru the person in the rear and if the first bullet didn't kill the center person, the second will.
