There could be several reasons. If the seal in the bottom (or plunger) is deteriorated, then replace them. This can be found if the water level in the tank is below the round drain tube. Or if the float is set too high, water will be running over and going into the tube. Adjust the float arm... it can be bent slightly, or turn the long tube C c wise if it is a non ball float type. It could be the float (big copper ball) has a hole in it. It should be floating on top of the water.
Take the lid off of the tank and flush the toilet several times, letting it fill each time and just watch. You should be able to see something wrong.

wiggle the handle a few times.
If that doesn't work, take the top (of the back) off, and pull the cord for the drain. It should (after you let go) seal it'self (like a suction cup) and stop running. Sometimes you have to mess with it a bit.
Also, you should have a plumber check it out if it still doesnt help.

ok take the tank cover off look inside in the center of the tank is a round tube most have rubber line ruining into it is the water around the tube running inside the tube if it is you just adjust the float if it is not check the flapper that is attached to the bottom of the round tube it is probably wore out just replace it.

It normally means the rubber seal needs to be replaced in the tank portion of the toilet. Just replace all of it and you'll save yourself a lot of trouble.

mine was doing the same thing, if you take the lid off the back there is a big baloon type thing, i just adjusted that so the water wouldnt get as high, also it did it again a few year later but this time the chain was going under some flap thing so i replace the handle. its all ok now.

take the top off of toilet and you'll see a floating ball on a rod. bend the rod down a little-that should stop it. if not you may have to replace the whole mechanism. relax its an easy job

Open the top and make sure that the flap on the bottom of the tank is all the way down. then look at the chain that connects it to the handle and see if it is getting hung up anywhere

Chain it down! Adjust the small chain that connects to the flush arm and corky seat, or flap valve.
