I could weep every time I hear or see a question like this. Our school system leaves people so disempowered about their own government. It isn't nice to dump on people for trying to repair a bad education by asking a question.
Ok- quick and dirty civics lesson. Federal laws are made by the Federal legislature (Congress in Washington) which is composed of a House of Representatives and a Senate. Each state gets 2 Senators. The House has a maximum of 435 members. Each state gets a proportion of that depending on it's population. Where I live, we get 3. If you live in a state with a lot of people, you get like 46 in Ohio, i think.
the Federal Congress makes laws that apply to the whole nation like, if the President can have more money to continue his insane little war.
State government is a little harder to explain because I don't know what state you live in and I live in a weird state. Nebraska has a one house legislature. It is called the State Senate. We are extremely proud of it. All the other States have a 2- chamber legislature, modeled on the national legislature. I don't know how your state does things.

Didn't you stay awake at all in your civics class? State congressmen stay in the state and pass laws, etc. Federal congressmen go to Washinton DC and do the same thing on a national level.
