Well the obvious answer would be legislators and the policies in place, but I feel a lot of it has to do with children today. They just don't want to learn any more. Things are so easy to do with computers and technology the way it is that good old fashioned effort is a rarity. You can have the best teachers in the world and have all the best supplies and books and it will mean nothing if kids don't have the desire to use them.
Here is an update for Samantha D: No Child Left Behind is going to ruin our education system. My mother is nearing 50 and she is a speech and language pathologist, she helps autistic and handicapped kids learn how to speak and helps give them the tools to live a productive life on their own in society. These kids are forced to learn certain curriciculum by no child left behind instead devoting their time to learning how to properly function. Thanks to all the legislation passed, my mother (a grandmother and a minister's wife) routinely gets punched, kicked, spit on, bit and otherwise injured by these kids, and since it's not their fault and they have to remain in regular classes, she can do no more to defend herself than say ouch that makes me sad. Timeout is no longer allowed because it demeans the kids and embarrasses them. She is not even allowed to hold the kids hands to keep them from hitting other kids because it is considered child abuse. Sorry about that. A little off topic but something I had to say.

The left wing liberals are the cause of most of our problems in schools. These whinney losers are the ones who had the delicate psyches and got their feelings hurt when they were kids. Then they got into power and changed the rules so that no other child suffered abuse to their self esteem.
In doing so, they went beyond reasonable. Students were feeling bad for not passing hard subjects, so the liberals wanted to dumb down the criteria. Minorities were not passing at the same rates as whites, so instead of trying to motivate the minorities, the liberals tried to hold the whites back. One person: ONE PERSON!!! was offended by the ten commandments in school. The liberals sued to get any mention of God out of EVERY SCHOOL IN THE NATION! The needs of the few do not outweigh the needs of the many, except in the looney left world of liberals.
There is no expected minimum standard of conduct in public schools anymore. There is so much behavior that is accepted now that was not tolerated then. Corporal punishment is banned. There is nothing that the teachers can do to preserve order and bring an attitude of respect for the classroom to the students. It is all because the liberal establishment holds the self esteem of one student above the good of the entire school.
The liberals take the idea of individual rights too far. The liberals took the idea of the Great American Melting Pot and perverted it to the Salad Bowl idea. The Melting Pot states that whatever you were, you could retain your heritage but you assimilated your life into the American way. The salad bowl concept states that you can keep all of your ways just the way they would be wherever you are from, you can just live here among the rest of us.
We are losing our nationality. We have never been a homogenous society but we, as a nation, are losing our commonality. We are fractionalizing and there is nothing we can do about it until we can get rid of these left wing radicals that remove common sense from every decision they make. The problem with America is that these liberal zealots have just as much right to spew their dogma as I have to present my well thought opinions.
Mostly, the public school system is in trouble because the wants, needs, and desires of a few are put ahead of the wants, needs, and desires of the many. The changes are simple. Give the teachers some authority in the classroom. Bring back corporal punishment. Institute class and school minimum standards. Stick to those standards. Demand improvement. Punish lackluster performance. Improve the school by actually expecting results from students.

It could be argued for many different sides. Some will argue the President, others will argue Affirmative Action.
I personally think the lack of interest and funding for No Child Left Behind is partially to blame. Yes, the program is there. But many schools don't actually apply it. And local government and it's voters. The voters in a district have a large part in deciding the future of the community's children.

Well by your spelling I guess we all are. There aren't enough people who care about our schools.So law makers make these laws and no one says anything about it.Teachers are under paid and there is no security in the city schools.It starts at home and there are to many parents who don't raise their kids.Day care or teens watch them all day.Then when there ready to go to school no one wants to put up with there awful behavior so there just pass them on. It is all of our responsible to take care of our schools.But everyone passes on the buck.Plus if u wanted exact answers for homework I'm not the one to give it to you.

the president and all the people who chose him.
the most important of all in America is to STOP POLUTION! not necesarly to stop it because we coulden't but just to diminuate it. no goverment want's to solve this problem. The only key is to participate at the Kyoto's protocol, beleive me
