Sure. Lots of these things. Just an AC plug with a power converter and USB connector.

hi the wall charger is nothing but a small device which charges the ipod in its capacity, you can use ipod charging from home mains supply either form 110 volt or 230 volt accordingly with out changing any thing.
you can ignore the need of computer to charge the ipod , the device is not very expensive comparing the benefits obtained from it its so convenient to Cary and charge
